Minutes

Present: Chairperson Melissa Engel, Vice Chairman John Tuttle and Council members Thomas Cordeiro, Christopher Goff, Barbara Moore and Susan Weintraub. ~Also present were Town Manager Jeffery O’Keefe, Recording Secretary Cathy Sirois, members of the press and citizens.

Not Present:  William Devine

Call to Order: ~Chairperson Engel called the Public Hearing to order at 6:00 p.m. ~

Public Hearing on Report of the Charter Revision Commission:
Julie Ciucias, Vice Chairperson of the Charter Revision Commission, provided an overview of the charter revision process, the charge of the commission, the methodology and the charter revision recommendations.  Ms. Ciucias reviewed the final report of the Charter Revision Commission, a copy of which will be included with the minutes filed in the Town Clerk’s office.

Lori Wilcox, 4 Hawthorne Rd, asked a question regarding the 2011 election process and who will determine if a candidate is a 4 year or 2 year term.

Laurie Wasilewski, Hog Hill Road, commented that based on her research in other town’s changing their charter, that there was more success if the changes are voted on separately.

Mary Ann Dostaler, 56 William Drive, commented that State Statute allows for a 2 year period for charter revision work.  She noted that this commission worked very fast and other charter issues were not addressed such as residency requirements for elected officials and voter eligibility.  She feels it should have been a more comprehensive process.

Deb Robinson, 39 Jacobson Farm Road, asked for clarification on having a referendum for passing a budget, term limits and the $25,000 additional appropriation amount.

Scott Minnick, 28 South Main Street, commented that he doesn’t agree with staggered terms for Council.  It eliminates the possibility for a 3rd party to have a majority in one election.

Kyle Dostaler, 56 William Drive, provided a letter with his comments, which will be included in the minutes filed in the Town Clerk’s Office.  The letter noted his concerns as to the make up of the Charter Revision Commission as it relates to State Statute.

A motion was made by Mr. Tuttle, seconded by Ms. Moore, to adjourn the Public Hearing at 6:47 p.m.
